Mata kuliah Hak Asasi Manusia merupakan mata kuliah wajib di perguruan tinggi, terutama di fakultas hukum di universitas mana pun. Melalui mata kuliah ini, mahasiswa disadarkan bahwa semua manusia sejak dalam kandungan sudah mempunyai sejumlah hak yang dikaruniai Tuhan yang Maha Esa tanpa pandang bulu. Tanpa hak hak tersebut, manusia tidak dapat hidup sebagai manusia. Eksistensi hak hak itu bukan karena direkayasa manusia, bukan pula karena ditetapkan penguasa, atau ditetapkan di dalam peraturan perundang-undangan mana pun. Hak-hak itu pada hakikatnya melekat (inherent) dengan keberadaan manusia sejak manusia diciptakan, bukan sejak lahir. Hak-hak itu melekat pada semua orang (at all persons) sepanjang hayat (at all times) dan di setiap tempat (at all places), bersifat kodrati dan universal. Sebagai bahan pendidikan di perguruan tinggi, materi hak asasi manusia tersebar di banyak literatur, baik yang berbahasa asing maupun berbahasa Indonesia. Semua literatur tersebut ditulis menurut perspektif penulisnya masing-masing, sehingga ditemui pada bagian yang satu diuraikan secara panjang lebar, sedangkan pada bagian lain disentuh kulit kulitnya saja, bahkan ada bagian tertentu yang tidak disentuh sama sekali. Dengan kata lain, kedalaman analisis dalam buku yang satu berbeda dengan buku yang lain. Oleh karena itu, sebagai bahan pendidikan di perguruan tinggi, mahasiswa tidak cukup hanya membaca beberapa judul buku tentang hak asasi manusia. Semakin banyak literatur yang dibaca, semakin dalam pemahaman dan pengenalan tentang hak asasi manusia. Kendatipun demikian, agaknya tidak mudah mewajibkan mahasiswa membawa semua literatur itu ke ruang kelas untuk mengikuti mata kuliah ini. Konstitusi dan jaminan atas hak asasi manusia (HAM) merupakan satu kesatuan yang mencerminkan kesinambungan gagasan dan praktik demokrasi konstitusional. Dalam perkembangannya, jaminan konstitusi atas HAM di Indonesia ini mengalami proses dialek-tika pemikiran yang sangat menarik untuk diamati. Pasca-Amendemen UUD 1945, materi muatan HAM mengalami reposisi yang signifikan. Bahkan, penerjemahan materi muatan HAM tersebut semakin positif setelah keluarnya Peraturan Presiden RI No. 23 Tahun 2011 tentang Rencana Aksi Nasional HAM Indonesia 2011-2014. Salah satu komitmen penting yang dimiliki Indonesia dalam kerangka kebijakan HAM yaitu Rencana Aksi Nasional HAM Indonesia/National Action Plan on Human Rights (Ranham). Saat ini, Ranham Indonesia telah memasuki gelombang ketiga yang sudah dimulai sejak gelombang pertama (1998-2003), gelombang kedua (2004-2009), dan gelombang ketiga (2011-2014).
